Since 2005, a government agency has been tasked with promoting and coordinating the introduction, maintenance, and further development of the electronic health card (eGK) and its infrastructure in Germany, as well as ensuring the interoperability of the components involved. Its activities therefore focus on requirements specification, testing, and operation of the telematics infrastructure.
sepp.med supported this institution primarily in the area of requirements gathering and management. The main task was to create functional and technical specifications and to ensure the quality of the requirements.
When drafting the technical specifications, care was taken to ensure that only necessary requirements were specified to guarantee interoperability and operation, without imposing any restrictions on implementation that would limit competition.
The implementation and manufacture of devices (cards, card readers, connectors, etc.) or the provision of services is carried out by third parties in economic competition. The precise, high-quality requirements specification formed the basis for testing and approval of services and devices.
Due to the special role of this institution as defined by law, coordinating the technical requirements between the various stakeholders was a particular challenge.
Requirements from different sources vary in terms of their nature and quality. These had to be methodically qualified and filed.
